On “open information resources”, access not only from reading rooms and the site of National library, but also is possible from any computer connected to the Internet. There 30 open information resources are presented. You can receive from “open information resources”:
- opportunity to read;
- to copy information directly from the foreign sites;
- to unpack page by page any number of pages.
2 step. “License information resources”. “License information resources” can use only within a local network of library. There 6 license information resources are presented. You can receive from “license information resources”:
- opportunity to read;
- to examine resources.
3 step. “For experts“. Here information from leading companies and publishing houses for specialists of libraries is provided.
In the section “News” it is possible to examine the latest news about world information and library resources in science, education, culture and business, and also in the library sphere.
In the section “For Authors” it is possible to study information on scientists and educations, undergraduates, graduate students, doctoral candidates, and also other persons who are engaged in scientific researches to publish articles reflecting results of the carried-out scientific researches and to get acquainted with works of colleagues from the Russian Federation and the countries of the near and far abroad.

- Use of resources is allowed only in the scientific and educational purposes.
- In noncommercial researches
To receive information on foreign information resources it is necessary:
- to have the prolonged library card of National library
- to receive information in any reading room of library for access to foreign information resources
In case of violation of conditions from Users the operator of system a web of a portal has the right temporarily to block access for all or parts of Users of library to License and Open materials. At repeated violations the operator has the right to terminate use unilaterally.
